1990 90 hp will startbut not run

my 1990 90 hp will start only at almost full rpm then quit when you try to throttle down. also the squeeze ball gets sucked flat. will run quite a while at high rpm but die when you ease down the throttle

If fuel primer bulb sucks flat then have a restriction in fuel lines or pickup in gas tank. May have to clean carbs as well.
