I believe your on the right track, start by thoroughly cleaning carburetor. Be sure that all air/fuel p***ages are clear. The will probably take care of your problem.
rebuilt the engine last night - u could tell it has been laying on it's side for a while by what was inside the float bowl. The high speed nozzel was really gummed up.
i replaced the float, hinge pin, heele valve and valve seat and all the seals that came with the repair kit. the only thing i didn't do was pryout the core plug and clean the slow speed orifice holes.
started after 3 pulls - i adjusted the fast seed then the slow speed and then the fast speed again per the service manual.
the only small issue i have now is when i go from idel to fast i have to pull the choke a little until it catches it's breath and then it's off the the races.
took the motor out on the canoe for the 1st time yesteday. started with no problems and worked very good most of the time. the issue is - after running for a while it starts to slow down and then stops. i check the valve on the gas cap to make sure it's open then start it again. sometimes it keeps running and other times it only runs for a little while and then stops again.
i'm thinking about ordering new high speed and low speed needles and then taking it apart again - makeing sure everything is clean and putting it back together again.
when it runs it sure sounds good
mabe i just need to adjust the high and low speed before i order new needles.
any sugestions ?

i discovered that there was no screen in the bottom of the tank on the shut off valve so i added an inline filter.
i cleaned the tank and then started it up. started fine and i got the slow idle to work fine. on high speed the engine still looses power every once in a while - then i adjust the fast speed needle again and it seems to run good for a while.
kind of puzzeling.
i'm going to take it out on the lake again this weekend.

the fast idle still runs rough. one thing i notice is when i turn the gas off when it's running fast it really starts to run fast just as it is running out of gas. this makes me think the fast idle needle is not working - it may be feeding in to much gas all the time.
should i order a new fast idle needle ?
OK - I have a dumb a** confession to make.
my dyslexia gets me in trouble every once and a while and this is one of those time.
i was using the slow speed adjustment to adjust the high speed and the high speed adjustment to adjust the slow speed.
once i got that mistake figured out everything is running good. The good thing that came out of this is i now have an inline filter to replace the missing filter inside the tank
