E25rerc stop switch

I have a 1994 25hp evinrude.. It has no spark.. I unplug the stop switch in the tiller handle and i have spark..

There is continuity from the switch to the ground circuit when the switch is unplugged or plugged in (0 ohms).. When the switch is pushed in, the circuit breaks and the ohm meter reads 1

still no spark when plugged in..

Any ideas??? I'm baffled....
