1993 40 hp twin ?

have an issue with the starter is my guess.when i crank it over it struggles to even turn it over.tried 2 different batteries and it does the same thing.after around 30 sec to a min of cranking it will finally start turning the motor over fast enough to start it.cleaned all the connections with my dremel tool with wire brush still same issue.any help would be great thanks.

Sounds like your starter is dragging. Best option is to replace your starter, you may attempt to dis***emble the starter, but I have fount this to be temporary at best.
