evinrude vro 90 hp

I have a 1988 90 hp vro evinrude. It runs great on the trailer. I put it in the water and it will not get above idle speed. I had it in a shop for 7 days. They make it run good on the trailer. No go in the water. Just idle speed.

They have done compression(120-125 on all cyc). Spark all good. Redid carbs. All linkgage working good. Put new throttle cable on.

We sure need help. My mechanic been working on boats over 30 years. 6 other mechanics can't figure it out either.

Might check reed valves and look for air leaks on intake. Check bottom crankshaft seal.
