Slow idling of a 1984 E4BRHCRM Evinrude

the motor has a rich/lean control on the front panel, however the motor wont run at medium or high speeds unless the control is in the center and will not run at all unless the speed is a very high speed idle...top of the slow range. Does the needle valve (number 9 in your blow up drawing) need replacing or is this typical of this motor.

You should remove the carburetor, throughly clean it. Then reinstall with all factory adjustments. You can then fine tune from there.
