91 Evinrude Tracker 25HP runs fine at lower RPMs but at WOT bogs, cuts out seems to go to one cyl. The tach shows double the true RPMs. Replaced fuel pump, rebuilt carb, replaced fuel line, replaced fuel bulb, fresh gas, Help!
