carb removal nightmare

I've got a 1988 28 SPL. I didn't know someone stole my fuel tank and left my fuel hose in the water before I tried to start it. She runs, but just barely. Drained the bowl, and blew in a bunch of cleaner just to try it - no luck. (Amateur) engine guy buddy just came over and we tried to get the carb off. Once we took a few bolts off the starter, it began to look like the whole flywheel needs to come off first. Did we miss something small, or is this really a monster job?
