1996 Evindure 26HP

I recently acquired a 1996 Evinrude E25RLEDA. I have two or three questions...
1) Is the pump/choke near the tiller only a primer and not a choke, or does it act as a choke as well? (If it's a primer, how many times do I pump it?)
2) Although I can get the upper screw from the lower unit out in order to change the oil, I can't seem to get the lower one out...any suggestions?

Not sure on the primer? If it is a primer then three pumps is the norm on small engines. As for the screw, use a good screwdriver or an impact driver and put a medium amount of turn pressure on it as you rap it a medium blow with a hammer (the screwdriver that is) and the shock should break it loose.
