    Well still having issues. It seems to be starving for fuel at idol under a load (only when in the water). I've ruled out the pump (changed it), filter, and lines. The ball stayes firm but it still stalls out. It seems to be fine at higher speeds but I can't use it if I can't get this fixed. Does anyone have any ideas.
    It's a 1996 70 hp Evinrude. I've chaned out the oil injection and went to mixed gas, but it didn't fix the problem. Could it be in the carbs?

    It sounds like you have an idle jet that is plugged. At an idle there are really small holes in the side of the throat that supply fuel that are located near the baffle, it will run great as soon as the throttle opens but die at an idle when one is plugged.

      I use torch tip cleaners to probe these holes, they are easy to bend and very small. Make sure that you only use a tip that fits with ease you don't want to change the size of the hole.

        I think I figured it out. Messed with the idol set screws and ended up turning them about 1/4 turn and it seems to have fixed the issue. I'm taking it out saturday and I'll let you all know. Thanks for the help.
