Bought it as a non-runner. Put a power pack in and it fired right up after new plugs installed. Put kits in carbs, clean as a whistle. VRO pump leaky, so I put in a regular fuel pump and did away with the vro pump. Did the link and sink, new fuel lines, new fuel line pump ball. Starts and idles fine, and just past fast idle it falls all over itself. I can manually move the carb linkage to get it to rev and once it "cleans out", it revs up. Drop it back to neutral for a minute and it will not take the throttle. With the motor off, and the control handle all the way on, the advance is against the stop and the throttle roller lines up with the lower (shorter) line on the cam. All 3 cylinders have 100 psi compression. Beyond me now. Any ideas??

Got curious, checked what plug was supposed to be used, lo and behold, I had the wrong plugs in there....that's a long story about getting plugs for it. Anyway, got new correct plugs, new gas, dumped a can of sea foam in it, and took it out for a run. Didn't really want to run at first, then it cleaned out and took off like a scalded dog. Guess it was a combo of several things that caused the problem.
