I was hoping you would get a reply to this as I have a fishing buddy who has the same problem with a 1982 Evinrude 25HP electric start, short shaft, tiller motor.
He transitions from high idle to forward fairly quickly to use the motor, or it dies on him when first leaving the dock. His motor seems to idle OK after it runs WOT for 5 minutes, but if you idle around with it for a long time, it can die at idle if it is not really good and warmed-up.
I don't have any experience with the 25HP motors, although I have run these older Evinrudes (50 HP 2 CYLD & 70 HP 3 CYLD) and found that they want to run on high idle for a long time, up to 5 minutes, before they will smooth out and run OK. If it is colder than 45, they like to run with the choke on longer than just to get them started. Just be careful with choking them too much, as they are prone to flood pretty easily as well.

I'll give you my guess. You may have tried some of these.
Tune Up!
1 - Carb, clean, inspect, Kit and adjust low speed mixture and Primary Pickup.
2 - New Spark Plugs(.040)
2 - Thermostat - They usually stick open and the motor doesn't warm up.
3 - Fuel pump, should be able to squeeze bulb when problem exists to see if fuel pressure is the problem?
5 - Run Premium non-oxygenated Gasoline
You may want to check the compression, but I think if you had a compression problem, the motor would always run crappy.
At least pull the carb and clean it if you haven't already.Last edited by Mellonhead; 02-17-2011, 11:47 PM.
