My 1992 evinrude 115 HP needs to have choke pushed in order to get boat up and planing. When boat starts planing it will stay wide open untill I back trottle off. What can I try to correct this and have boat respond as it should

Is this boat/engine combination new to you or have you owned it for some time?
If for some time, did it perform properly in the past? A little history is needed. -
Carbs have overhauled with metal bowls put on to replace carbon bowls. At the time I installed metal bowls I put new high speed jets in. The motor ran ok 2 years ago then I started having problems with carbon fuel bowls leaking gas. As motor will run at high speed all day once I get it up and planing wondering is there any way to test the medium jets in the carb other than running on A lake and looking inside with flash light.Comment

The compression is 125 to 128 on all the cyl. New power pack has been installed and I have take VRO of and went with mixed gas now.Comment
