Motor revs high out of water but bogs in water. Am I missing parts?

Sorry... impossible to tell from that photo if you're missing parts or not other than the carburetor face plate ***embly seems to be missing.
Any engine will race when out of the water BUT do not do that as you are risking a dangerous runaway engine scenario.... something you do not want to experience.
1 - Remove the spark plugs.
2 - What is the compression reading of the individual cylinders?
3 - The spark of all cylinders should jump a 7/16" air gap with a strong blue lightning like flame... a real SNAP! Does it?
