1999 Evinrude four stroke

I'm having a problem figuring out where the hose connects,on a evinrude E70PL4EEC on the intake manifold diagram one end is connected to the SILENCER ISC VALVE # 12 i need to know where the other end of part # 25 connects or if it even connects to anything at all other than the silencer?

I don't currently have one here to look at but best I remember it doesn't connect to anything, it just draws in air for the IAC.
