Anyone have a clever way of getting a stuck one off? I tried my impact gun and 1 1/2" socket and rounded the edges. I'm looking at dremel tool cut off wheel at this point unless there is a better way.

Extremely tight or corroded bolts, screws, etc.... Always have a hand held propane torch to heat the aluminum surrounding the bolt. The aluminum expands somewhat to help loosen the bolt.

The cap is actually some sort of plastic or nylon so the heat makes me nervous. I'm thinking of a hole saw and then a slit with the dremel tool. I decided after it sat over night with penetrating oil I will try a pipe wrench first.

Plastic!.... Yeah, that slipped my mind, don't want a torch taken to that. However, the heat to loosen bolts etc still holds... just not on anything that can melt.

I used a 1" hole saw that neatly took the flange off and most of the center down to the thermostat. I did take the pilot drill out after I got the hole started. I then took a small drill and drilled around the ring that was left and broke it up with a chisel. I was talking to the local parts guy and he said that every couple of years it's worth taking the caps off and putting some grease on the threads. I'm adding that to the winterizing routine.
