1999 Evinrude 90hp FICHT... power trim and tilt is extremly slow and in some cases stops. Any suggestions on the issue, maybe electrical (does work in both direction but very slow) or is the motor driving the hydrolic the issue ? Can't notice any leaking fluid.

You should be able to hear the electric motor running, and from past experience judge whether it has slowed down in speed or not.
It's possible that some minor corrosion has built up in some of the electrical connections that would result in a voltage drop.... check and clean them.
Trace the electric motor's cable back to it's connector and unplug it. With a good known fully charged battery, run good known jumper wires directly to that PTT motor..... did that make a difference?
Unlikely the PTT fluid is the cause BUT do check the fluid level with the engine at it's highest tilt up point. Fill to overflowing if needed. The unit is self bleeding.
