76' 70hp outboard

Carbs recently cleaned, refurb and refitted. Timing checked and adjusted. Motor starts, idles on muffs but when put in the water the motor stalls when trying to engage drive. Any advice on what to check next ? Cheers

Have the carburetors been modified? I have the bulletin... need your email address.
