Water flow issue

I have a Evinrude 9/15 and I am having an issue with the pee hole. I replaced the impeller a few months ago and it worked fine. I went to run the motor today and the stream was more of a sputter, not a constant flow. I took off the lower unit, tested the water pump and it was pushing water on its end. I tried to run water through the tube on the lower end and it sputtered just as before. I then ran water from the top towards the lower end and the water came out very slowly. Is there a chance something can be clogging it from the inside? The tube from the pee hole to the actual block is also clear.

Any advice would be awesome! First time on the site and first time owning my own motor and I really want to keep her runnig.

I had a bug build a nest in the pee tube that stopped the flow. Try running a small wire thru the tube
