What's the model number of that engine?
Normally, when a engine bogs down when throttle is applied, that indicates a clogged carburetor (Cylinder running lean), however carburetors do not come and go by themselves. If they're fouled, they stay that way until they're cleaned.
Another cause, and the most likely one is that the timer base under the flywheel which rotates to advance and retard the spark (timing) is sticking for some reason.
After the engine sits awhile.. the normal time you let it sit before this problem pops up... remove the hood, (engine NOT running)look closely at the timer base while you have a friend slowly advance the throttle.
That timer base should start advancing immediately, quite a bit before the carburetor throttle butterflies start to move.
