I have a 1995 evinrude 88 spl. It is idling high right now and when I went to make an adjustment on the screw I noticed it was not touching the metal plate/bracket behind it. So turning the screw does nothing for it. What could be missing to be holding that screw against it so I can make adjustments? Thanks

Put that mechanical idle adjustment screw back where it was (not touching) if you can remember roughly where it was.
Your throttle cable (threaded trunion) where it clamps in is out of adjustment. Loosen the clamp retaining bolt(s), then adjust the trunion so that the mechanical adjustment screw drops back to touch the plate behind it.
