How to tear into the lower shaft its not sending water to the top of the motor. Does anyone know what could cause this or have a diagram on how to tear into the bottom part of the motor?

It sounds like you need to replace the impeller. If impeller was ever run without water on it (water lubricated), it may have come apart I
nto little pieces.
I am not familiar with your motor, but you should be able to find several videos on replacing the water pump for yours, and similar motors. Go to google.com and type in ” how to replace water pump on 9.9 evinrude outboard”, or something similar. If you get videos, try to find one similar for your year and size, Johnson/evinrude. Watch several videos before attempting, and get a water pump kit for your motor.
Once you get to the water pump, compare the kit to your parts, they have to be same parts, if impeller is in pieces, you should flush water system backwards with air or water, from tell tale, or thermostat location, before putting lower unit back on motor (there may be small pieces of impeller that could block some p***ages).
