2K 50 hp Evenrude Throttle

My son told me on his 50 Hp Evenrude, when at full throttle, it seems fine,, but if you back off the throttle controller just a tad, it actually revs a little higher ,,,, How can this be ??? Also, he said it is hard to start, first start of the day, then fine,starts great. I am bringing it home to check choke solenoid, and fuel connections,,,one more point he mentioned, the squeeze bulb does not seem to get hard,when pumping it,, I have seen that before, fuel line bulb does not get rock hard, but motor still runs fine,,,,, any tips to troubleshoot,,, I replaced the original fuel and oil pump setup, with just a fuel pump, so he just does tank mixing now.

Check throttle linkage and timimg to see if in sync. Check choke solenoid and choke plates.
