My boat will not go into neutral or reverse. The push in choke button will not work. The motor will start even though the boat is not in neutral. I found a broken black round and flat piece that looks like it has a cable slot. Perhaps part of a cable control.Any ideas what is going on?

Yes, it might be?
But have no idea what piece you found, or where you found it.
And certainly, you can't expect anyone to give you any good info, with such little info given.
Certainly if the back piece is off the shift cable, or shift linkage it could cause serious problems shifting? But from here I can't tell squat, from your description?
