Hello, I have a 2001 evinrude 9.9 four stroke, we had the carb cleaned last year by a mechanic and it ran fine once. We replaced the impeller over winter as well. This year I have been having what seems to be fuel issues, it runs great with the choke on and by pressing the primer in religiously. Without the choke on it will stall out. We then cleaned the carb again, messed with the idle screw and checked the fuel pump/fuel pressure and everything seemed fine. Nothing has changed still stalls out. Any ideas would be greatly appreciated! Thanks

Am not real good with 4 strokes, but it sounds like either you have too much air leaking in through/ around gaskets for carb, or the needle valve in the float chamber is not letting enough fuel in (possible trash on back side of seat, or not opening, or not adjusted correctly). If you changed the idle air mixture screw, set it at what the service manual tells to set at. If the idle-air mixture screw is more than 1 - 1.5 turns out (from lightly seated closed), reset to what book calls for. Check for other air leaks.
Good luck. Post back if you find anything.

If your feel the problems are related to the fuel pump.
You can google your part number with item name and possibly locate a replacement. If no luck through google, you might try mikuni Web site, they possibly have a cross reference for your pump number.
Good luck.
