trouble with motor

i have a 82 70 hp evinrude on a 14.8 ft fibrergl*** boat and no matter what i do i can not get it to run faster then 28 mph it is embarrising to be in the bay and get out run by a 16 ft boat with a 40 on it i have tryed new props ,I took the boat and motor to burris props in cape coral fl and they sait id was the right prop . And it wont just jump right up when you gas it it hesitates on take off ...can any body help any sugestions i keep telling my buddy its carberation but he says no please help

Might be wise to do a compression test of all the cylinders. You may have bad compression in one cylinder causing your problems?
