1972 9.5 Evirude tilt and start questions...

Tuned after stored 30 years, near mint condition, very low hours.

Issues:
1. Tilt up and lock only works in gear.....not neutral.
In neutral, motor will not tilt at all.

2. Motor can start in gear, don't think it should.

3. Throttle arm a bit snug, not too bad.

Suggestions ? Appreciated........
