1961 10hp pull start grinding

I have a 1961 Evinrude 10hp. I am new to boat motors and have gone as far as I can by myself. after pulling the rope to start it, while the rope is retracting, the retraction is slow and it make this horrible grinding noise like something is catching on something. I opened the top end and saw that the starter pawl was kinda mangled so I replaced it. Not the problem. the pawl grabs and turns what it needs to, but wont start when this grinding noise happens. surely someone has had this issue before? thanks for the help guys.

Those pawls are supposed to open when you pull and retract when it starts to rewind. If not retracting there may be a part missing, or need to be cleaned and lubed to work properly.
