1992 15hp starter issue (pull start)

last season i let my buddy borrow my outboard, he pulled the starter to hard and broke the pull start, so i used a shoelace for the remainder of the season. i bought a new recoil starter with all genuine parts, but whenever i fully tighten the bolt for it, the starter locks up and wont spin.. if i leave the bolt loose it spins perfectly...... i dont remember the other one being loose, any suggestions on what to do?

There is a washer under the shoulder bolt in the middle of the spring housing that you missed when you went to R and R the rewind.
