77 evinrude 115 v4

i just replaced the lower unit.original was getting water in the gear case.it runs fine using muffs in driveway,but when u place the unit in water it wont run.im even having a hard time now getting it to cfrank and stay running.1977 evinrude 115hp.v4 outboard..any thoughts on this

Sounds like carburetors need cleaning.
