1994 Evenrude 6 hp E6SLERE - Cutting Out High RPM

At mid and High RPM motor cuts out until I relieve the throttle then runs fine at Idle or low RPM.
Little embarr***ed - I took off the carburetor to clean but realized there is no throttle going to the carburetor. Just a choke and Fuel Line?
I need to be clued in on the throttle design, so I can figure this out.
It looks like when I throttle up a stater rotates to advance?
The wire sleeve going to the stater has a radical 90 plus degree angle and bends every time the throttle is turned.
Should I check if there is a a problem in the wire sleeve or focus on the carburetor?

Found Problem, need help Quick ordering Part?

I found the problem, Stator Wires are frayed per attached picture next to red pen, also all the wires are breaking for all three ignition parts,The Ignition Diagram Show 3 seperate parts #49,#33,#45. It all crumbled in my hand
