VRO pump

Hi can anyone help me I've a Evinrude 40hp 1991 VRO has been by p***ed
But can I take the VRO pump out all together and get rid of it or will it be needed
As the fuel pump or is the fuel pump separate from the VRO pump

That is your fuel pump. Is an all in one oil/fuel pump.
