1975 6hp inconsistent idle... HELP!!!

My 1975 evenrude 6 horses is suffering from an inconsistent idle issue.... after she's warmed up the rpms rev up without warning, then calm back down, then rev up, then calm back down endlessly... ruining my trolling and moral for my salmon season... need help.
