1998 50spl no spark

I have a 1998 Evinrude 50spl with no spark. I cut the black wire with the yellow stripe (ignition kill wire) to see if that was the problem. While my son was turning over the motor my arm brushed the wire and I got a shock. So I measured the voltage and got 200vdc that slowly decreased. Is this normal or do you think the cdi is bad? Also do you know of any other test I can perform on the cdi? Also I had spark in one cylinder now I have spark in no cylinders. Thanks in advance for any help.

Need a peak reading voltmeter(standard voltmeter wont give correct readings) to check voltage output of charge coil, trigger coils and power pack output to coils to find failed part with low or no output voltage.
