1990 25hp fuel pump data

I am having issues with my 1990 25 hp evinrude. the engine just won't idle.
I have rebuilt the carb. and replaced all fuel lines. I also performed a fuel pump pressure test and the pulse line pressure test, just cranking the engine.
fuel pressure peaked at about 3.3 psi and the pulse pressure to the fuel pump was about +1.8 psi and -1.6 psi (vacuum). . they seem to be a bit low to me. Also check piston compression - 120 psi on both cyclinders. Can anyone tell me if these numbers are correct. Thanks

Need to test fuel pump pressure when engine running and should come up some more if not that is a little low.
