1987 40hp outboard

I have a 1987 40hp Evinrude tiller outboard motor. The engine sputters at both idle and high speeds. I have changed gas in the tank, replaced both ends of the gas line connecting to the motor. The gas filter appears clean and I just removed and cleaned the 2 carburetors replacing parts that were supplied with the carburetor kit. Engine still sputters, what would be the next step?
