1996 Evinrude 150hp RPM/regulator

Took her out today tach was wacky for a while but then by the time we hit the channel it was good and working. It worked all day.

I did notice at idle volts 13.9, at 3000 rpm 15 at 4000 15.4 and at 5k 16v. Do you think regulator? 1996 Evinrude 150 carb.

Most of the time it's a bad tach, sounds like regulator is working.
