150 Evinrude DI2001 model E150FPLISI tilt problems m

just had major repair on motor i.e. rebuilt ECU. ready to put in water and now having problems getting tilt to work. I have tapped the relays,taken them out and reinserted,tried alternating with a couple of spare new relays. I was only successful once and that only lasted afew seconds! HELP! I'm totally frustrated!

Remove trim motor wires from relays and connect direct to a 12 volt battery to see if trim motor runs.
