1996 4 hp evinrude

The motor has a side shift lever for neutral and forward but since I bought it used about 4 years ago, it has never had a neutral. The shop told me that Evinrude may have manufactured some without a neutral but they wouldn't tell me without taking it apart at about $200. Everything else works fine on it. It's been a very reliable motor but I am selling it and want to be able to honestly answer buyers questions.

I believe it should have neutral, check to see if shift rod to gearcase is working.
