Unit will stall out sometimes when I throttle up from an idle to get on plane.

Possible needs carbs cleaned.

It does not do this every time, if it was the Carbs. would it do it every time?

Not normally unless has a piece of trash in bowl thats sometimes plugs a p***age or jet. Check to see if all plugs are burning same.

All 6 plugs look the same (good) do you know the gap spec?
