Evinrude E15EENM; age unknown. Needs work; hope someone can help.

Good afternoon;

Bought a johnboat with a 15 hp Evinrude E15EENM, age unknown but pretty old. Had old fuel in it (2 or 3 years) according to previous owner; ran 2 or so hours of new fuel through it once I bought it. BUT while I can get it running fairly well in the driveway with a hose adapter, I can't get it to run beyond an idle once on the water. Anything else causes it to cut out. I am thinking replacing the carb would take care of it; am I thinking in the right direction? I appreciate any help anyone can offer.

It's a 1992 model, probably need to remove and clean carb.
