Evinrude 88 SPL Trim & tilt PROBLEMS...AGAIN

Evinrude 88 SPL J90TLCM8 PTT will not move UP or DOWN. Motor runs. FLUID FULL.
Name of the PTT is ARCO. Can only "HAND" move it with the relive valve open. Trim rods do not move at all!!

Wife wants to go boating so any help will be thanked !!!

ARCO is brand name of aftermarket trim motor, if just had new trim motor installed then may not have drive lined up properly, remove trim motor and check.
