84 235 evinrude cannot prime

Just got an 84 235hp that's been sitting 10 yrs, we drained the fuel tanks by pulling the hose off motor and using the bulb to pump it out and let it siphon then removed the fuel filter and drained it out ( a large fram oil filter looking gas filter/separator marine grade) then put in fresh gas and replace filter and then tried to pump up bulb and get nothing, back filled the bulb and still not getting it to pump up,
any suggestions?

Remove spin on filter and fill gas, reinstall it. Hold primer bulb with arrow facing upwards and should prime.
