Tilt/Trim seal replacement on 48SPL

Due to leakage, I replaced the seals on cap/trim rod. I cannot reinsert the piston into the cylinder, air pressure prevent the piston from going all the way in. How do I bleed the air, or do I have to. Additionally, do I fill the cylinder with fluid before reinstalling the cap?

put fluid in cylinder and push and hold down on shaft until can thread cap in.
