81 evinrude 9.9 won't fire

I got a 81 9.9 evinrude that had been sitting up for a while. I put a new carb kit on it and new spark plugs. Im am getting fuel to the carb, I am getting a spark at the plugs, but it doesn't seem like I am getting fuel to the cylinder. I tried starting fluid in the cylinder but she still will not fire. HELP Please!!

Run a compression test to see if both cylinders are even.
