Gasoline spewing from top of carburator

I have a 1992 70hp Evinrude. I have not run it in a few months; and now, (while hooked up to a water hose in my yard) it is not running on all cylinders. I accessed the three carburators; and see that gas is not going into the middle one. Also, with the engine not running, as I pump the primer ball, gas squirts out of the top of the center carburator. Does this sound like a MAJOR repair; or maybe a clogged up fuel port?

Need to remove and clean carbs, floats are probably stuck open.
