bogging down

9.9 evinrude 1991 e10reir Runs fine to half throttle then bogs down to idle. I have new plugs, new gas fitting to motor, tried pumping bulb,held tank higher than motor, loosened gas tank cap but nothing helps. Thinking a carb cleaning needed. Any ideas, bsandy

Probably start with cleaning carb.

if carb cleaning doesn't work it could b a fuel pump issue
