Rewind Coil Question

I have a 1986, 15hp Evinrude, model E15RCDE. And I was wondering if anyone could give me a step-by-step on how to put tension back on the rewind starter. Everyone I've talked to has said its easy but no one can explain it. Any advice would be much appreciated.

If recoil is working and just have slack in rope then just make another wrap with rope around pulley. If doesn't work then may need to replace spring and if never done one i wouldn't say its easy but can be done.
