No spark to plugs

I have a 1996 9.9 4-stroke (E10FEXEDR) with electric start that I'm refurbishing. I've added a carb kit, water pump kit, new plugs, thermostat, and various other gaskets and such. I even painted it with the Evinrude factory spray paint

My problem is no spark to the plugs. I've verified the kill switch is functioning properly and has the clip in place to allow starting. There's only one fuse that I'm aware of and it's a 10 amp blade fuse that plugs up under the rope start ***embly on the oil filter side of the engine.

Any ideas on next steps?

Which component should I test first, and what is the procedure? I'm going to work on it this evening after work.
