1974 Evinrude recoil problem

I need some help from the pros. I have a 1974 9.9 Evinrude that came in with a recoil out. model number is 10424S. I have found how to put it all back together but am trying to figure out what triggers the ring gear to move up and catch the flywheel. if you just pull it nothing but if you just lift the metal clip it will raiseup and catch the flywheel. what am I missing? all the parts are there. rope is counterclockwise in the holder. base, washer, spring, washer, rope, metal clip, ring gear, washer, bolt, is in order. The wire clip aroung gear is what makes it go up, make sure wire is over metal tab of recoil housing.

I have the wire clip around the metal tab that goes up. it is as the gear drops down too far to engage. if I lift up the clip a bit it will raise up on its own but if I just let it sit there it will spin and not raise up.

May need new clip if it isn't gripping gear tight enough.
